In the management and organization of society, the realization of social goals and ideals is possible only when the government is effective in its administration and is able to make productive use of available resources, capacities and opportunities. The main question is what strategies are provided in the framework of Fārābī’s political philosophy for enhancing the effectiveness of government and enabling it to achieve its goals. Employing a descriptive-analytical approach, this paper demonstrates that Farabi deems three fundamental strategies necessary for the effectiveness of government in achieving the goals and ideals of society. The first is a strategy of prevention and deterrence that prevents the society and its members from deviation and from engaging in oppression and injustice. The second is the strategy of civil justice to attain civil equilibrium. The third is the strategy of civil moderation so that the society, through the management based on that, can attain its goals and aspirations. The results that are derived are as follows: In Fārābī’s political-philosophical approach, the state serves as a preventive, supervisory, and guiding institution. The establishment and maintenance of moderation constitute the foundational strategy of effective governance in Fārābī’s thought for attaining the felicity of members of society. The establishment of civil moderation and the realization of society’s goals and aspirations depend upon employing two strategies: deterrence and civil justice.
