The theological and jurisprudential approach to interpreting Qur’anic verses on the relationship between obligation (taklīf) and human capacity (wusʿ) generally focuses on universal obligations applicable to human species as a whole. However, according to the theory of substantial motion, individuals cannot be considered identical prior to the imposition of obligation, given the corporeal origination of the soul and its gradual perfection into immateriality. This necessitates a new explanation of the relationship between obligation and capacity, alongside existing theological and jurisprudential accounts. It will have direct implications for the eschatological fate of the oppressed (mustaḍʿafīn). Employing a descriptive-analytical method and drawing on the various aspects of substantial motion, this study presents a philosophical explanation of the differences in individual capacities and its correlation with obligation. It concludes that, prior to the imposition of obligation, human beings differ in capacity, that is, in potentiality. Due to the correspondence between potentiality and actuality, the obligations expected of each individual differ from the other. Since both the capacity and obligation have degrees, the mustaḍʿafīn will be rewarded by God in the Hereafter in proportion to their fulfillment of their specific obligations.
